A 7900GS would be much better than a 7800GT as 7900 runs much cooler nd better oc and perfomance.
XFX 7900GS@13k
Get 2x250 seagate ones(it has 16MB buffer but 160 ones have only 8MB).
Liteon 20X DVDRW.

Core 2 Duo E6600
Intel or Asus motherboard. You can over clock with Asus though
U need a graphics card with good OpenGL 2.0, go for a 7900GS, anything higher is not required for non-gamin purpose. Go for atleast 256 MB RAM it helps a lot in the viewport
The Intel & Asus mother have 4 RAM slots, so get 4X1GB RAM DDR2
Get an 19" CRT monitor, cos 19" LCD cost a bomb
Raid isn't required in rendering, you won't get performance due to RAID but u will get performance due to another CPU or RAM, just get the 250GB SATA 2 HD mentioned above by arvind
Stick to onboard audio, unless u want audio production.

By the way, what applications do u intend to use? Windows Vista is new so u better stick to Windows XP SP2 for workstation tasks, due to this you don't need to worry about DirectX 10, it is not for workstation tasks it's for gaming

^^^ its true dat RAID wont increase performance in redering tasks but it'll surely help in copying huge amt of data very fast.

well, yeah it sure will. But like he said it's for animation. Copying huge ammount of data is not done frequently so he won't miss anything by skiping RAID.

if you have money, go for RAID

RAID 1 is used for back up not RAID 0. Raid 0 is purely performance intented.

RAID 0 will benifit any process that requires heavy reading/writing on to the disk, so copying, application Loding/closing time, multitasking, rendering all would be benifited. (Gaming is something that does not take much of an advantage). However as the data is stripped in to two HDDs for better performance, you always run the risk of loosing your data, even if any one of drives fail. Though the risk is low the best solution is to get hold of Norton Ghost (DOS one)or any another good drive imaging program – to take a “snapshot” or image your drive, to restore later in case of any problems.

This one is a good suggestion, a practical one.
