PROCESSOR: Intel D820 = Rs.3000/-
MOBO: Intel D102Ggc = Rs.3500/-
RAM: Dynet 512MB DDR2 533Mhz = 1600/-
HDD: Seagate 80GB SATA = Rs.2000/-
MONITOR: Samsung 15" = Rs.3500/-
CABINET w/SMPS: Rs.1200/-
SPEAKER: Altec i100 = Rs.400/-
KEYBOARD+MOUSE: Microsoft = Rs.500/-

Total Rs.15500/-

If you can put in another Rs.1700/- more you can also get a Dual Layer DVD Writer. But if only want a CD playre than it'll be just another Rs.400/- more.

If you buy all the above from one vendor at any of the shops in Lamington Road, Mumbai some of them will throw in the Speakers free of cost...maybe it's the same where you live.

PROCESSOR: AMD Sempron 64 2800+ = Rs.1925/-
MOBO: ASUS K8V-MX = Rs.2450/-
RAM: Hynix 512MB DDR 400Mhz = 2100/-
HDD: Seagate 80GB SATA/PATA = Rs.2000/-
MONITOR: Samsung 15" = Rs.3850/-
Sony CD-RW/DVD Combo = Rs.1250/-
CABINET w/SMPS: Rs.1200/-
SPEAKER: Altec i120 = Rs.425/-
KEYBOARD+MOUSE: Logitech = Rs.400/-

Total Rs.15600/- (As per http://www.deltapage.com/ - A Chennai based store)

Note: You probably should also consider getting a UPS... For a budget PC, always go for AMD Sempron... It offers much better performance for the price you pay when compared to budget Intel offerings... Note that even though my total price is higher by 100 compared to above post, actually I have included CD/DVD combo drive...

sakumar79' config is also very good...however I would not recommend it for 3 reasons:
1. VIA Chipset
2. DDR 400Mhz Memory slot (outdated memory)
3. AGP Slot (outdated gfx card slot...difficult to find good AGP gfx cards even if you find one they are expensive compared to the value they provide).

But if your friend is not going to use the PC for gaming (even in the future) then what sakumar79 gave you is the best option.

But you want to keep your "doors open" for future upgrades than go for the motherboard & processor suggested by me because of 3 reasons

1.ATI Radeon Chipset (it is far more potent than the VIA)
2. DDR2 533Mhz Memory Slot (the preferred memory which will last longer in the market than the DDR...so any future replacements due to problems with memory will not be a hassle)
3. PCI-e Slot (once again same reason point 2 + it is cheaper to the value they add and also easier to get).

Yes get an AMD for bugget ones.
U can also get a lil better system if u get
AMD Athlon 64 3000+ (939)=2.8k
Asus A8N VM=3.2k

The board has better onboard GFX nd CPU is better too. Its a good combo.
