More GHz is faster is true only for a particular CPU family. So amongst all Pentium 4 chips or amongst all Core 2 Duo chips, the faster the clock speed, the faster the CPU. However you can't compare the clockspeeds of differing architectures as they will have different IPC (Instructions per Clock Cycle). Finally what matters is how many instructions a CPU can execute in a clock cycle. A CPU that executes 5 instruction per clock and runs at 1GHz will be faster than a CPU that executes 1 instruction per clock cycle and runs at 3GHz. How many instructions are executed per clock cycle depends on the architecture, pipeline length and many other factors. In layman's terms, an E6300 Core 2 Duo running at 1.86GHz is faster than any Pentium D ever made (3.73GHz) since it has way better IPC...
