motherboard refuse to wake up

smps fan does not rotates. cpu fan also does not rotates.
connected second new smps than also cpu/smps fan does not starts. removed ram/harddisk/dvd writer but motherboard simple refuse to wake up.(removed cpu also)connected only motherboard and smps. but smps does not starts when power is switch on. (smps fan starts when wire no 14 green and black wire are short connected with each other)
has motherboard gone ?.

If SMPS starts when green and black wire is short circuited, then it is pretty clear that the SMPS is fine. Now the problem is with the mother board.
