I am also looking out for a 19' LCD and with some research and following up few threads I am with Samsung 940BW. Full 19' wide screen, 4 ms response time and best for me HDCP compatible, and have all good reviews so far. Its quite within budget as well. 13-14K

have tested both of these & decided in favour of samsung as viewsonic service is provided by HP india which I have some bad experience.
Samsung 4ms responce time is actually grey to grey, (misleading to be faster) black to white it is roughly 12 ms.
