I am a gamer too, and if u look at most of my suggestions too, i have suggested a CRT Monitor, but that was a few months back, these few months have seen a lot of change, we have monitors with good response time, and u can surely get a good LCD monitor, 19" for around 16k, so this post of mine, though answeres none of your questions, but there's my suggestion.

SAMSUNG ''19'' inch FLAT CRT IS =Rs 12800
CRT IS BEST FOR GAMER. TFT MONITER PROVIDING 8 TO 16 MS RESPONCE TIME BUT CRT GIVE MORE BETTER PERFORMANCE . BOTH R BEST IN OUR FIELD.

Also, with the price that u hav quoted.. CRT 19" for around 13K.. TFT is a better choice considering that it retails for around 16K for a 19" with 2ms or 4 ms response time!
