problem in mouse

i've samsung optical mouse. it is causing problem while scrolling.
when i scroll from bottom to top it scrolls one or two lines, then stops and then starts going downwards.
a few days ago i changed the mouse scroll settings in tweak ui. from then on this problem started. now i've reverted back to the original settings but in vain. please help.

1. Use a different mouse and see if problem persists.
2. Use this mouse on a different computer and see if problem persists.

This will help isolate whether problem is in the mouse or in the settings... Personally, i bought a samsung optical mouse about a year back, and a couple of months ago, it started going haywire. I have discarded it and am sticking to Logitech non-optical scroll mouses for now...
