Default watching movies on tv from a pc

hello
how do i watch movies stored on my hdd on a normal tv? i have the following configuration 1.8ghz p4 proc, mercury 845gl mobo with NO agp slot and 3 free pci slots, 256mb ram. what hardware do i need to buy to do this? will buying a pci tv tuner card suffice? i know that a tv tuner has s-video and composite out, but how do i connect it to the tv which only has av input terminals? and does tv out mean s-video out? if buying a tv tuner will help than please suggest me a good tv tuner from compro videomate with stereo capability. my budget is 1800. please help me out. thanks in advance.

You can get a PCI VGA card with TV-out and connect it to your TV

All tuner cards do not have TV-out unless they are all-in-one cards

Agp graphic cards are difficult to find today so forget PCI cards. Look for a high end tv tuner with TV out connectors.
