SMPS Voltage low

Will the SMPS voltage drop cause the AGP card to not work.When i start the PC the HDD led and the mb led both are ON.But the monitor will show nothing and its LED blinks as if it is in standby.my MB is from intel and its active monitor shows the 3.3V supply is now only 2.9V, all others (12V,5V etc) are fine. Is my PSU causing the problem?Please help.

this is the exact same reason why i changed my smps

i has powersafe 400 w .. with 20 amp on 12 v rail

now i have cooler master extreme power 600 w with dual 12 v rail having 18 amp each .. running my rig rock solid ..

i got this cooler master one for 3600rs only ..

yes 2.9 is too low. there should not be more variation then +/- 0.1v

u r SMPS may be at load.??What is u r config??
And how many amps r across the +3.3v rail??
