help me to buy a Laptop

hi frnds,
I m right now staying in guj, India but next month i will be going to Russia for MBBS Studies.
I need a laptop to be carried with me there.
My probable config requirement is for Internet, WiFi,Games & some latest Stuffs.

Plz... Suggets whether i shud buy the laptop from Here only( India ) or shud buy from there.????I checked out the service stations of HP, DELL, Toshiba, Acer, LG & Lennovo are there, in case i need it during warranty period.

As i know there the charger voltage will be 110V & here its 220V, so changing the charger/Battery will do? if i buy 1 frm here/?

Plz also suggest me the config....My budget is 60k.
