I presume you are looking for a internal PCI TV tuner card as a Media Center solution. The best card out of the lot is surely the Pinnacle PCTV 50i. It costs around 2,600 Rs. and comes along with FM and Pinnacle's own Media Center. You can use the card with Windows XP Media Center Edition.

The card is quite hot these days, as a result availability would not be an issue.

Mine is Compro Videomate PC TV Tuner Card (Internal PCI).. It just costs Rs 1950. Its working fine with good quality TV viewing. The only problem is don't use it with LCD monitors or else you'll have "ghost effect"
