-Dude u wont get a good pc for 25k including LCD monitor.15" LCD alone will cost u arnd 10k.
-but u can get a decent pc with CRT monitor for normal use...not for high end gaming,grapix related work etc etc

in case lcd(15") is a must then ....
sempron 2800+ and compatible mobo.....abt 6-7 k
256 ram- 1.3-1.4 k
80 gb hdd(pata)- 2.5k
cabinet + opti mouse + logi kbd -1.6-1.9k
dvd combo drive(sony)....2.1-2.3k
lcd 15 " screen benq or samsung...9.9k


comes to abt 24 k approx...
in case u can do without a lcd .....then...
amd athlon 64 bit 3000+ + mobo asus a8n-vm csm-11-12 k
512 mb ram-2.1k
80 gb sata hitachi---2.6-2.8 k
good quality cabinet + logitech optical mouse and kbd--2.2-2.5 k
dvd writer sony---2.9k
17 " lg or samsung monitor-5.6-5.8 (depending upon color)

comes to abt 26.5 k approx..

See u can get a LCD monitor at ur budget but u will be compromising on ur performance..See if u go for a CRT monitor then u can get a descent configuration....one with AMD Athlon64 3000+\ASUS mobo\6200 card\etc
And cheap LCD monitors are very bad for gaming and movies but for office work they are fine,but don't expect too much from them.I know LCD monitors look good but hey,don't u want to have a good PC...and a fast 1....
