Default System not starting

I m getting problem with my CPU. It is not responding anymore. When I start my system, motherboard activities are OK but nothing is displayed on the monitor. even the POST and BOOTING is not there. I've tried to change the monitor, but the same problem persists.
plz show me the way..

1)Check u'r ram sticks,
2)reset u'r bios setting to default by removing the battery
3)Check SMPS performing well
4)make sure all cables are fixed properly
