TV Tuner

Hi All,

I am looking for an external TV Tuner which will allow me to watch TV on my monitor without switching on the PC. Would be cool if the tuner supports video capture optionally, by connecting to PC. The resolution should be high (like 1024 * 768). My budget is around 3K. Any suggestions ?
