    Processor: AMD phenom II X4 840
    Ram:corsair 4GB ddr3
    graphic card:Sapphire radeon HD5670 1GB GDDR5

    Well I don't think you can get 30 FPS on that because of GPU, As GTA 4 is very unoptimized Game, It is only playable after applying it's patches(updates) ..

    But it will be playable IMO, not 30FPS but playable

    At everything set to medium and all unnecessary processes not running you might get it running at 25 Fps atleast.

    I get it running at 20-25 fps on a 9500 Gt and everything set to medium at 800x600

    Yes i think you might get it at Medium , 720p , but with occasional lag .

    at medium settings you will get around 30fps, says my personal experience using different graphics cards and ending the game 3 times tweaking graphic settings every time to get the best....

    GTA 4 is very unoptimized game for nvidia GPUs' . I'm getting 35-45 FPS at FULL HD with 60-70% GPU Usage.

    will be playable at lowest settings, with all graphic enhancing options turned off and all settings shifted to lowest. resolution also matters here, so will mostly depend upon the resolution you will use.
