There is only one way to check this, plug it in and start your PC.

Are you using a socket extension?
Are you using a surge protector?
Are you using the same cable that was provided with the screen?
Is the socket with 3 pin?
Which amp wall socket?
Is the socket proper?
Are you using VGA only or with one of those DVI-TO-VGA converter?
Is your system grounded properly?
I assume you're not using one of those power cables that powers the screen via the power supply of your system?

Get the wiring and grounding checked, also the ac connection behind your panel.

You should first confirm that whether the smoke is coming from the socket or the monitor ?

If it is coming out from monitor then check whether it is under warranty or not if it is under warranty then take it to the shop from where you have bought it or go on the dell website and complain about it, if its under warranty then it will be replaced by the company itself !

No need to take tension ! :-P

Then the problem must be in your CPU !
Check whether you motherboard is well or not !
I think your motherboard may have burnt !
Are there electric voltage variations in your city this may be the reason for it !

When i connect power cable then:

1- monitor is same as before.

2-keyboard and mouse have same signals as before.

But:

#there is no light on power switch of cabinet.

# But there is a green light on motherboard below graphics card slot.

#on pressing power switch there is no movement in cpu.NO BEEPS , NO SPIN SOUND.
