Question A doubt on system +12v value

Hey guys,
i have a doubt regarding +12v value.
my cousin bro has changed his psu with a Fsp sagall 500w today.
using CPUID HWmonitor 1.1.6.0 i noticed this

Hardware Monitors
-------------------------------------------------------------------------

Hardware monitor Winbond W83627DHG
Voltage 0 1.31 Volts [0xA4] (CPU VCORE)
Voltage 1 1.92 Volts [0xF0] (VIN1)
Voltage 2 3.44 Volts [0xD7] (+3.3V)
Voltage 3 5.16 Volts [0xD7] (+5V)
Voltage 4 7.86 Volts [0x8D] (+12V)
Voltage 5 1.56 Volts [0xC3] (VIN5)
Voltage 6 0.93 Volts [0x74] (VIN6)
Temperature 0 29°C (84°F) [0x1D] (SYSTIN)
Temperature 1 49°C (120°F) [0x62] (CPUTIN)
Temperature 2 38°C (100°F) [0x4C] (AUXTIN)
Fan 1 1318 RPM [0x8] (CPUFANIN0)

please tell me why the value of +12v is showing only 7.86v in his system whereas
my system +12v value is showing 12.67v??

his system config is a

c2d e7500 2.93ghz,
asus P5QPL-AM,
2gb ddr3,
500gb hdd,
fsp sagall 500w

please help.

^^
That is fine, as long as all connectors are done fine. HW monitor is not always accurate.

All the cables are done fine.
