Default Longer HDD access time.

When i try to access files in my desktop computer, the system freezes for around 3 seconds and a click sound comes from the cpu which i think it's from the HDD and works normally.
It happens at the start up and after i keep the computer idle and try to access after then (i keep my pc on 24x7 for download except for some 2hrs during power cut)

My desktop pcs' configuration is
AMD phenom II X4-945 processor,
4GB DDR3 RAM,
XFX Nvidia GeForce 9500GT 1GB DDR2 graphics memory,
1 ROM,
1TB + 250GB + 160GB HDDs (all are seagate 7200rpm drives) ,
1 coolant on the cabinet and
350W power supply.

Is the problem due to insufficient power supply?
