gamepad not working in laptop

i bought atex gamepad or joystick for my laptop
when i use for my pc its working but not in my laptop
i have windows 7 home basic and then i even installed xp on it.
its still giving me error

i am getting error
usb device not recognised
whereas i have installed all the drivers that came in the cd for it

how do i solve this
