Buy a MBoard or a Low Cost Laptop/Tablet? Plz suggest

Hello I had to create a new thread because the other thread was somehow overlooked. But my problem is serious.

Plz refer to this thread and suggest what to do.

I want to spend the minimum amount of money.
1. So what will be better a motherboard or go for a laptop / tablet new or second hand? Before giving this motherboard for repair.
2. Where to give the motherboard for repair in Rashi or to a third party?
3. How much can they charge for it?
4. If motherboard then which one?
The laptop will be only for surfing incase the pc goes bad again.

Plz suggest.
