Unhappy weird psu problem

The problem arisen 3 days ago when i tried to start the system...it just refused after being shutted down properly earlier. It powers up and cpu fan runs for a instant (less than a sec), and shuts down.

if one tries to power up the system again...nothing happens. But if I reinsert the plug into 3pin wall socket and then power up, it runs for less than a second. I know its weird....but it happens.

I left the system for two days and checked the it yesterday. To my surprise it started and worked flawlessly for ~4 hrs. I shutted down and restarted to verify if problem is solved...it went all right.

But now this morning the same problem arose.
I think the problem is probably with one of the capacitors in the psu...maybe its not able to hold the charge (a guess!!).

Please suggest me to solve this problem or help me to buy a new psu for under 3k.

Config:
Core 2 duo
1gb ram
Integrated graphics
Asus p5gc-tvm motherboard
500 gb sata hard disk (recently replaced)
PSU is ATX 250W provided by HCL

Does changing the hard disk can cause the problem?? I thought it now.

shouldn't but 250W PSU is just too low. get FSP Saga II 400W/500W or Gigabyte 460W or if you can, get Corsair CX400W or 450W.

get FSP Saga II 400W or Gigabyte 460W. whichever is cheaper. both same unit. not know why Gigabyte branded it as 460W.
