can hard disk be formatted with help of a pen drive? i made bootable pen drive
with win to flash software.it allows to install windows xp in pen drive and not on the hard disk.i want to install xp on hard disk without use of optical drive
as my optical drive is not working...please advise..what should be done.

Yes you can. The install ISO can be on the pen drive, and you can change the boot sequence for the boot to start from the pen drive. On installation you can clean install on any HDD installed. The USB should be made bootable with the OS ISO. You can use "HP USB Disk Storage Format Tool" to do this.
