Default os not booting - ASUS is the culprit once again ????


hi guys

my close friends pc is acting funny recently , which i helped him get ,this is his config

phenom x4 965
asus m3n78-em
mercury cabinet + 450 w psu
2 gb ddr2 600

about a month ago his pc was not booting , it would power up and then switch off instantaneously , i checked it the mobo seemed to be ok , i used my psu and i was able to run it in safe mode , i gave his psu for repair and after it came bak , when it was connected to the board and switched on for the first time it burnt, it was replaced again but now its the same problem with the new psu , the OS will boot in safe mode but not normally , i reinstalled xp , it worked fine for 5 mins , it hanged and is not booting properly again , so the hardware dealer is blaming the mobo and is accusing my friend of tampering it , what should i do , and one more thing the bios settings are not bieng saved , they will fall back to default everytime i restart the pc

please help me

Change the CMOS battery. Which PSU..?
