increase your budget a bit & get Thermalright Venomous X for Air Cooling!
for liquid cooling you'll have to import most of the stuff!
whats your location? a friend of mine recently got a LC setup for 15K around, if you want i can get you in touch with him.

Liquid Coolers available in India -> Corsair H50 --- INR 4.5k
CoolerMaster AquaGate Max ---- INR 14k

Otherwise direct import is the only other solution.

CoolerMaster AquaGate Max has stopped being produced. Unless you can find something old in the supply chain.
