her father bought a second hand pc which is just a crap

now she wants a new pc
what should i suggest her
1)use the old one till she gets perfect
2)a new amd based rig worth 25k
3)a nettop
4)a netbook

she only knows how to play flash games and nothing more
whats best for her.

should a 15k rig will do the job
