Athlon II X2 250 3GHz @ 3K ---> should get cheap/ say 2.8k or so.
Biostar A780G M2+SE @ 2.7k ---> can go. or check if other manufacturers giving 740G or 760G based mobo for same pricing.
Kingston Value RAM 1GB DDR2 @ 1.3k ---> 2Gb DD2. A-Data will cost 1.9k or 2k.
WD 160GB @ 1.6k ---> 160Gb only? get 320Gb @ 1.7k
cabinet + psu 300W @ 1k ---> get slightly better 1. will cost 1.2k or so.
X2 250 price ok. the board should cost less. say 2.5k. 1Gb DDR3 will cost close to 1.9k maybe. also i feel 320Gb best choice now. it'll cost almost same as 160Gb.
if you are not going to be using tally may i suggest you to use Ubuntu 10.04 with Firefox for browsing and OpenOffice.org instead of Office... It will run smother than windows on the above mentioned specs and will save you loads of cash too...
