It is a very good config. It is very tough to get a PC below 18k with a dual core CPU. If your budget is really tight, you could save further by buying an ASUS motherboard & DDR2 RAM. But since you have accepted this, I suppose you are good with this budget. Still, I would suggest you get a 17" wide screen If it fits.
Also, don't compromise on the keyboard mouse, a cheap logitech is much better than local products priced a little lower. Logitech's would last long. Also, don't go for a frontech cabinet, iBall or zebronics would be better. I'm suggesting these because retailers try to sell Microsoft instead of logitech & things like that. Don't let the retailer's suggestion change your decisions (config).

Never ever do that. They always try to sell things having less demand.Never ask them which is best, they will show any item to reach their target.
I was a victim of this luckily not now.

Re: Build a pc withinh 15k
See if you can squeeze some cash off by going for a cheaper 2K mobo and Athlon II X2 240 (which will save another Rs. 500).
Then you can squeeze in a GPU like the ATI Radeon HD4350 (2k) or HD5450 (2.6K) or HD4670 (3k). Increasing order of performance obviously.
If you manage even the first GPU, you can significantly increase performance while gaming if your friend intends to play games on the PC.

I think your prices are too optimistic
I was looking for a cheap GPU only last week and got the price of HD5450 at 4100 & HD4670 (1GB DDR3) at 4300. of course, if HD4670 is available at 4300, the shop where I got HD450 for 4100 must have been joking. I mean, the performance gap is huge, why should there be a difference of just Rs. 200? That shop did not have HD4670 in stock.

Re: Build a pc withinh 15k
Guys my friend(ACTUALLY COLLEGUE) has gone to one of his friends who runs a cyber café. And that fellow has given him the following config:
Amd 7350 ATHLON D.C.L PROCCY 3050/-
ASUS 6350G MOBO 2350/-
250GB SEAGATE 1825/-
CABBY+PSU INTEX 450W 950/-
RAM 2GB DDR2 2800/-
MONITOR DELL 19” 6250/-
OPTICAL DRIVE 22X LG 1100/-
KEYBOARD LOGITECH 350/-
MOUSE INTEX USB
TOTAL 18.3
What he actually looking for is the system should run for two years maximum, can play some games if not no problem, and AUTO CAD MUST RUN.
So do u think that this new config will be suffice to handle his demand?

i know. But since this is not my machine decision is upto him. And he is going to have a laptop after two years and is not much interested in desktop. Just it should be enough to run autocad for the time being. and i think this new config will be able to do that.
ANOTHER LOGIC FROM HIS END IS THAT IF HE TAKES MACHINE FROM THAT CAFE FELLOW HE WILL GIVE SERVICE LATER WITHOUT TAKING ANY CHARGE. SO I AM NOT IN A POSITION TO IMPOSE FORUM CONFIG UPON HIM. ANY WAY GUYS THAT IS A WONDERFUL CONFIG BY SAM SHAB AND I WILL PFRESERVE IT FOR ANY OTHER COLLEGUE WHO WANTS A SYSTEM WITHIN THAT BUDGET.

Checked, as expected, couldn't find any 4670 card @ 3k. The lowest is 3.9k. The price of 5450 is correct.
I knew that the retailer was trying to cheat me the moment he showed me the card (HD5450) at 4100. I asked him if he had any brochure or something mentioning the details of the card. He said all details are there on the box. I checked the box and said, these are details? He asks what details I want, I say shader speed, core speed, memory interface etc. He was stumped for a moment, then realising I was not the right customer to cheat, took the card back and showed me a book which mentioned the memory interface, 64bit, I rejected the card then and there.
