Slavaging an old pc !!!!

Well I have decided to salvage my old pc after my upgrade
It is for my brother who is a hard core downloader


The pc config is
amd athalon XP 2400+ 2.0 ghz
128 mb ram stock (now upgarded to 1 gb)
hard drive 160 gb seagate ide
graphics is shared memory integrated graphics
the mobo seems to some via but all I can see is HP plastered all over
it is a compaq pc
He is primarly going to use it for down loading but he also plays DOTA and C.S every weekend
DOTA seems to be working fine but there seems to be an occasional lag on GG but the host is'nt lagging
Is it the pc
What do I do ?
Is it because he installed an alien ware GUIse ?
Should I get a GFX card for it ?
What card do I get?

VIA + alienware theme. its eating a lot of graphics power. also VIA never was meant for gaming. can add a graphics card. considering the system, 8400GS 256Mb @ 1.5k looks a good deal. or HD5450 512Mb @ 2.5k. cheapest DX11 card & won't be bottlenecked by the pc's specs.
