Here goes your config

AMD Athlon II X4 620 (2.6 GHz Quad Core, 2 MB L2 Cache) @ 4.2k
Biostar TA785G A3 @ 3.7k
Transcend 2 GB 1333 MHz DDR3 @ 2.65k
Seagate 500 GB 7200 RPM SATA @ 2.2k
A.O.C 19" TFT with max res: 1440 X 900 @ 5.5k
Mouse & Keyboard: Generic @ 0.6k
Cabinet: Any good Zebronics/Iball cabinet without SMPS @ 1k
PSU: Gigabyte 80 Plus Active PFC 460W @ 2.2k
Gfx Card: Sapphire HD5670 512MB GDDR5 @ 5.1k

Total is coming as 27.15k. You can reduce the price by going for a low end Tri Core processor. but beleive me, if you go for this config, the extra 2k, u r paying, really gonna ive u performance for each buck u will spend.
