Suggestions needed for power supply & cooling solution

Hello experts,
I bought a system a month back but had to compromise on the power supply because of budget constraints. Now I am planning to buy a new power supply for the system in the range of 2K. So need your suggestions…
Here are my system specs:
AMD Athlon X4 630 / 2x2GB DDR3RAM / ASUS M4A78LT-M Mother Board / ZEBRONICS BIJLI / ZEBRONICS 450W SMPS / 750GB SATA+2x320GB SATA+250GB IDE HDD
I also need your inputs on a CPU cooling product for my system. I was thinking of getting an Arctic Cooling Freezer XTREME Rev.2. Would it be compatible with my system?
Also I have a severe dust problem in my home. Please let me know how do I keep my system clean and how often do I do it? I was thinking of using a hair dryer to blow the dust but would that be a good idea considering it would blow hot air?

i think 450watts zebronic will be fine
but you can consider FSP Saga II 400 Watts.
