An Athlon or Phenom processor would be much better than Intel counterparts with your budget. I'm not much into hardware these days. Can't suggest you a config but I'd advice you to get an assembled PC and that too and AMD one. Best bang for buck.

Sry no Idea about intel configration at your 25K budget but can suggest a nice AMD configration decent enough to play games and for home application.

Well I don't recommend you going for intel with 25000 bucks As the processor at low range are nowhere near to AMD performence only if you have hidh budget and you can buy a 17/i5...In my opinion the best configratiion for you will be

AMD phenom II X2 550 - somewhere near 5500...It's the best CPU avilable upto 7000 Bucks..
M4A78 motherboard with same prize..it has good ATI based graphics and you can plzy all new games on it with no problem obiously not with full resolution..LoL but with quite decent one with out a lag

RAM corsair 800Mhz 2*1 - somewhere near 2400 Rs.

you can go for 450V PSU maybe from VIP or you can simply get a zebronics one...

No need to buy Graphics card for now...

500 Gb HDD @ around 27-2800..
