Although at your budget AMD is the way to go, I'll try to suggest the best Intel mobo at your budget.
1stly don't go for the Core2Quad processors. They are old design and going to be phased out very soon. For your budget Core i7 is the way to go. So your 1st suggestion looks good to me. Only a few correction and addition
1. Graphics card: go for XFX 9600GSO 768MB DDR2 @ 4.2k. It is the special edition card and the best performer among all the 9600 cards because of its 96 SP count compared to the 64/48 of others. Best buy from also digit magazine
2. You have not added any Power supply Unit. The generic PSU present in the Zebronics Bijli won't be able to run the config u mentioned.
Go for the Gigabyte 80 Plus Active PFC 460W @ 2.2k

And if you want an AMD config, let us know. Beleive me, it will give u bang for every bucks. Most of the forum members also suggest u the same thing,

AMD Phenom II X4 925: 7.5k
Gigabyte GA-MA785GMT-US2H: 5.5k
RAM - Corsair 2GB DDR3 @ 1333Mhz @ 2.3k
Graphics card - Sapphire HD4670 for 4.3k or 9600GT (non-eco): 4.7k
HDD - Wester Digital 500GB @ 2.6k
Monitor - Samsung 2033SW: 7k
DVDRW - LG 22x DVD @ 1k
Cabinet - Zebronics bijli @ 1.5k
Logitech Keyboard mouse combo @ 600
UPS -Tech-com 600VA @ 900

yes you can get an usb to parallel port adapter or if main board has a com port(which also obsolete) then com to parallel adapter

is the printer still functional.........
