Intel rig at that budget and that too now is inviting someone to rip you off easily! Core i5 and i3 will launch within a month or two. Ask your friend to wait if he needs Intel so desperately.

Else,
AMD Athlon II X2 240 @ 3.5k
Biostar TA 785GE 128M @ 4.2k
2x2GB DDR2 800MHz Kingston @ 2.4k
Zebronics Bijli @ 1.6k
Samsung 2033SW @ 7k
Altec Lansing BXR1121 @ 1.2k
WD 640GB Caviar blue @ 3k
Corsair CX400W @ 3.2k OR Tagan TG500-U37 @ 3.2k

With this rig your friend can have integrated gfx which can play crysis @ medium settings, while with Intel he will not be able to game as well without spending on a gfx card which will be pretty outdated too.

Alternatively, Intel E5300 @ 3.5k
Gigabyte G31M-ES2L @ 2.5k
Any crappy gfx card @ <2k

Yeah... They are phasing out Core 2 Duo in favour of Core i3, which wont be out until a couple of months, meanwhile core i5 will be widely available within the next 2 weeks although it is already launched. Core i5 is a quad core priced at 10k plus motherboard minimum 6k(only 10k brands are available now) and gfx card min 7k. Intel Integrated GFX sucks. So, as you see, best and most VFM and upgradeable option would be.... AMD.
