Default Questions, and some more Questions

Alright, I just happened to view my system properties and I saw

And Also in ASUS's PC Probe under WMI

But Everest Ultimate Edition shows:-

Now why do both Windows and Asus Pc Probe show the cores (all four of them) to be running at 783 Mhz ? While Everest reports all of them running at 2.6Ghz ? Why the odd number "783" ? I Can't quite understand how the value went below the Ghz mark even. I quite don't care for the number since its anyway much faster than my older system but I'd want to know if its really running at only 783 Mhz.

-----------------------------------------------
Config

OS: Windows XP SP2 (32 Bit)
Proccy : AMD Athlon II X4 620 (2.6 Ghz)
Motherboard : ASUS M4A785TD-V EVO

In BIOS:

Cool'n'Quiet = Enabled
C1E (Enhanced Halt State) = Enabled
^ could it be due to these features enabled to save power ?

Vcore : 1.10 - 1.18V
CPU Temp: 32-35*C
-----------------------------------------------

I think Everest is showing the max clock which you see would be the same as both in Windows and Everest.

Alright, will reboot in a minute

Question Ill have 10k to spare in two months and LCD panels are getting cheaper. tempting...
which one should I go for if I had a budget of 10k ?

( I really don't need a GPU as the onboard graphics is very good for running most of the games I play occasionally and 500GB + ( 250+160 IDE ) disks are enough storage for me and I always seem to have 350 MB of RAM free under full usage, so I don't require additional RAM either. )

Are you trying to get a config or a just an LCD.

LCD for 10k would be Samsung 2233! That's the best option!
