Power Supply: Corsair VX450W : - 3950
Gfx: ATI Radeon™ HD 4850 512 MB DDR3 - Power cooler : 6600
Ram: 2 x 2 GB DDRII 800 Transcend : 2600
Processor: E7500 : 5800
Motherboard: MSI P45 Neo - F : 5375
HDD:Seagate Sata 2 500 GB: 2750
Cabinet: Zebronics Antibiotics: 2150
Total: 29225
He already has a LCD / keyboard / Mouse / Speakers of Old System so no need for those.
Is this a OK Deal? I have told him to wait for a month for Ati's 5xxx series but dunno he will wait or no 
Use of PC: Gaming - Crysis, DeltaForce, All sorta RTS gaming, Racing Games.
So what you think about this Config?

Don't got for the E7500 or 5800, not after AMD has lauched its quad core at a much lower price which beats both of these processors by a fair margin.
Go for either the
AMD Athlon II X4 620 (2.6Ghz) ( 5400/- in Bangalore)
AMD Athlon II X4 630 (2.8Ghz) ( around 20-25% more than 620 )
Throw in a DDR3 mobo from ASUS, MSI , or Gigabyte in range of 7000-10000
I got the Asus M4A785TD-V EVO mobo (AM3 socket, DDR3)
(others can recommend better boards  )
As for harddrive, go for WD Caviar (blue/green) 500GB x2
(retails at 2500 here)
Transcend DDR3 (1333 mhz( RAM 2GB = 2500/-
Note that AMD's processors are more futureproof and also your friend could opt for a AM2+ socket board now, the AMD X4 processor is backwards compatible with AM2+ sockets as well. So later if there are better boards around, he can always shift to a AM3 DDR3 motherboard.
AMD's beauty is in its pricing and futureproofness.
Or if your friends has a better budget then he could go for the core i5 (although mobo prices for that proccy are quite .. high) Core i5 retails at 11k, mobo around 9k something (not wholly sure but its not cheap).
Also regarding the ATi's GPU wait for a while for the prices to drop, happening very soon. Patience is a virtue  .

If gaming is the major need , i would prefer a phenom x3 720 or even a x2 550 BE over the x4 620. The new quad core sucks at gaming.

Yea..true..
But I wish the coders...of Prototype had focused on the sound code too, along with optimizing for greater than 1 core...!

The thing is , how much would the lack of an L3 cache would matter in gaming ?
(ill never know as I dont game that much at all.. just video conversion and photoshop stuff.. )

Its true that the newer games are being optimized for using more cores.But the absence of cache memory makes an obvious performance hit. In all the benchmarks , the x3 720 wins over x4 620. Less importantly , even the q8200 is winning by a small margin.
While i completely agree that games are becoming more optimized for quad cores , I would most certainly prefer a tricore with sufficient cache than a quad core with hardly any cache. The review i've pointed to proves my point. Even in the unusual scenario that the x4 620 wins , it will be by a small margin. On the other hand , x3 720 is winning by a larger margin usually.

^Very true, but the point being again that gaming depends on GPU more so a gamer would buy a better GPU rather than invest more on a CPU. The gamer hence can save money for the GPU by getting a VFM CPU (Quad core). Also, in the same benchies you have linked, see the application performance. Premiere Pro CS4 is the one I'm talking about. Athlon II X4 is ahead as it has four cores and thats the real CPU test.
@ maldyzooks Xeno got the asus board for Rs. 6900 from Bangalore.

^^ the mobo you suggested is very good. Go for it. If you need something cheaper , MSI P43 Neo - F @ 4.5k is also a good choice.
If he is gaming at 1680x1050 or greater resolutions , the 1GB frame buffer in the graphics card will help.

Whats the point in seeing CS4 performance of a processor when u are building a gaming pc ?
If you look at the game performance of games that are well threaded and take advantage of 4 cores , like far cry2 , you will notice that the performance of x4 620 is quite close to e7500.
So , in games which use 2 cores only , x2 550 , e7500 , x3 720 rule and perform far better than x4 620
In games which use all 4 cores , x4 620 is crippled thanks to absence of L3 cache resulting in performance more or less equal to the dual cores ( x2 720 wins here ).
Definitely the better choice is x2 550 or E7500. If budget allows , x3 720 is the best bet.
