Need help setting up wifi network

My pc has a wifi card however i do not have a wifi connection. I was wondering if i could configure my wifi enabled phone to access internet through my pc which is connected to the internet.

which phone you got.
I have doubt, you actually will need a wi-fi router to setup a wi-fi network, which we are not able to do with wi-fi cards.
