Default Phenom II X4 940 3.0GHz

I've recently installed this processor to my system with Gigabyte 790GP-UD4H mobo. When i see the system properties it shows:
AMD Phenom II X4 940 Processor 743 Mhz
2.75 gb RAM.

I just wanted to know why it is showing it as 743 MHz when the processor speed is 3.0 GHz?? what could be the reason and how to fix that?

System properties shows the current CPU frequency. If AMD Cool n’ quiet is enabled, it throttles the CPU. So, according to your usage, the frequency is reduced at low load. If you want to see the full 3GHz in the system properties, go into the BIOS and disable Cool n’ quiet. If it doesn't work, try upgrading (flashing) your BIOS to the latest version. Hope that helps.

@static_x, what otpsurvice said is bang on point. Just disable Cool'n'quiet if you want to have it running at max speed all the time. But you can ignore it if you want to have energy-efficient setup.

Though it shows low speed, when you do cpu intensive task, it will go up. Try to encode a video or cpu intensive task and while the task is running, check cpu speed.
