Stop focusing your attention on the rear ports. The rear ports don't work because your computer is not turning fully on.
There's something else wrong. It could be the PSU, the processor, the RAMs or the motherboard. Or it could be a loose connection somewhere. We can't proceed until you turn your attention away from the rear ports.
The fans may be spinning, but that does not mean that it is fully ON as a computer.

That does not mean that it is working properly. It may spin without being able to read any data. Anyway, the fault is probably not with the hard disk.
I mentioned the hard disk because I wanted to know if the hard disk access light flickers as if it's loading the OS. You have not answered that part yet. The HD access light is one of those on the front of your computer. It's probably red in colour.
