It seems the motherboard..has onboard graphics.
Has that been disabled from the bios.
Also try to reseat the GPU once again.
Has he put in both 6 pin power connectors which the GPU needs.
His new powersupply is good, it should support it. Also there is no switch on the Corsair 650W for power selection. It auto programs as per the input..110V or 220V.
Also do one more thing....remove the GPU, and reset the CMOS. Pull the battery out..and let the system wait for 2-3 minutes, with all power disconnected, then put in the battery, go into the bios, enable onboard graphics, and boot into the desktop. Then shut down, plug in the GPU, and goto bio (restart)..and disable onboard graphics, and make it PIC-E....
