Default Help required for choosing Video Capture Device

I'm looking for a good quality video capture device preferable USB, but confused with lot of options available on the net. If anyone could suggest a good device under 10K that would be great help. I wish to transfer certain tv programs stored on my tata sky plus disk to my PC.

I'm having a HP Desktop A6540in with Intel C2D 2.6GHz E 4700, 2 GB Ram and 250 GB HDD, NVidia Geforce 7100, Vista Home Basic SP1 as OS
and Laptop HP DV 2918TX originally with Vista Basic now tweaked and running on Windows Xp with SP3, with Intel C2D 2.0 GHz T5750, 2 GB Ram, 250GB HDD, Nvidia Geforce 8400M GS,

what do you wanna say by video capture device.
IMP you need a good webcam which gives good quality video capture.

Or buy a camera in 10K they come with support of aroung 16GB cards which is quiet good.
Even a handycam, transfer the captured video to the system.

If you are saying to do video capture from TVs you wont get much good quality, bcoz the transmission is not that good. You can use a good TV tuner card likes of hauppauge cards

reading correctly I get you want a TV tuner card, and external one. 10K is quiet a good budget.

hauppauge HD PVR is USB also the external ones except for the express card

you need to get the price with shipping from hauppauge Singapore, I think, or if someone is coming from US, in India I do not know about hauppauge stores

I'm looking for capturing video from satellite set top box which is having a flash card or hard disk inside for storing live tv recording and has S-video, Digital, RCA, Component Video Output. I wish to transfer stored video from set top box to PC.
Now if you can suggest some thing that will be great.
