Unhappy Very low Hard Disk Transfer Rates !!

Dear Friends,
My PC Config is Core2duo 2.53GHZ, 1GB RAM, XFX 630iMCP motherboard, Seagate Barracuda 160 GB SATA Hard Disk, Moser Baer DVD Writer, with Windows 7 Beta Build 7000 activated online . I am facing problems with the data transfer rate that the hard disk is offering.. only 6-15 MB/s, when transferring a 300MB File from one partition to another. The computer appears slow due to read/write transfer rates. When I analysed my system for Windows Experience Index all scored more than 3.3. Processor: 6.0, RAM -3.9, Graphics 3.9, Gaming Graphics 3.3, Primary Hard disk 2.9. What can i do to increase the data transfer rate to improve the performance of my system. Again, i have another system Intel Atom integrated on Intel D945G MOtherboard, 1 GB RAM (same company RAM installed in core2duo) , 80 GB Seagate SATA Hard disk, but It shows 4.5 in terms of Primary Hard disk and 4.7 in RAM, and appears faster in disk access and data transfer rates upto 3X. How can i tune my system to go past through the scores in Intel Atom Computer. This is really biting me up.. Plz help.. I need to score my core2duo in every component higher than Intel Atom.

Defragment your hard disk.. Will improve performance by a small margin
