How do people even expect solutions if they havent told anything much about the issue?? Issues are system specific and varies depending on circumstances. Next time when you post, mention the complete configuration including the psu and what kind of connection you are using for the screen- dvi or vga?
In the meanwhile:
Update drivers, check the connections, try using some other speaker/headphone to make sure if the issues is the onboard sound or the speakers.

There may be three problems---

If you are using a CRT monitor, then it may be due to lower refresh rate. Go to the Display properties - Settings - Advanced - Monitor. Check up increasing the refresh rate in the refresh rate drop down menu and keep the suitable one.

It may also happen if you keep your woofer near your monitor because of magnetic properties which can absorb colour from pixels.

It can also happen if you are using a resolution which your monitor barely support. Lowering the resolution may solve the problem.
