Need suggestions for a new comp

Need suggestions for a new system. I am planning to get a quad core cpu but not sure whether I should opt for AMD PHENOM or an intel cpu. Also what would be the best motherboard for either one, as in the best cpu mb combo? Budget around 15k for the combo.

Please advise....Thanks

EDIT: Please also suggest a good pci-e graphics card for around 3k

Phenom II 920 - - Rs. 10,500
Biostar 790GX A2+ - - Rs. 5,200
Palit/Sparkle 9600GT 512MB GDDR3 - - Rs. 5,500

I suggest get a better card rather than quad core at that price.

What would be you using the system for> Gaming> Video editing?

For Intel config you can go for,
Core 2 Quad Q8200 - 8,800/-
Gigabyte EP45 -DS3L - 7000/-

I agree with comp@ddict, at least 9600gt for this config
