How Do I Format My Second Hard Drive

I Have Two Hard Drives. One Is Primary And The Other Is The Slave. How Can I Quickly Format My Second Drive So That It Is Clean With No Partitions As I Want To Use It As A Back-Up Dump. Can It be Formatted W/o Having To Put An OS Over There. Will The Computer Recognize It.

I Use WinXP Media Center Edition.
