Yes it is. You also seem to have excessive backlight bleeding. If you run a black background on the screen and turn off your room lights and leave it pitch black, you will see certain areas having different shades- including white and grey. In cheap displays, backlight bleeding is inevitable, but dead pixel shouldnt be there. Some companies replace only if you have more than 4 dead pixels, but as per my observation based on people's comments on replacement, dell replaces even with 1 dead pixel. Get it replaced by the same dealer for less hassle. Make sure you audition the screen before buying.
