What rig can we make in this budget??

As the title suggest,what could we buy in the budget of Rs. 200k ...Please let of know of now as i may be buying it either now or after 1 year..If I buy after 1 year than my budget will be Rs. 250k..

I have decided to go for(after 1 year)

24 GB RAM DDR3(HAVE TO SEE WHICH IS BETTER)
BEST GRAPHICS CARD AT THAT TIME
Best processor of that time
best motherboard of that time..
Best SMPS
monitor of 26-30"

and what else...

Please let of know what all is possible now in budget of 200k..
