Default Failing PSU?

I have Antec True Power 450 W PSU which I bought a little over 3 years ago. For some time now I have been getting warning message from my MoBo s/w that the 3.3V is providing just 2.94V. The warning then goes away when the value goes to 3.0V. These warnings have been growing in frequency and had first occured just a couple of months back. Does that mean my PSU is failing? Should I purchase a new PSU? I also noticed that the 3.3V rail never gives anything above 3.05V. Is it OK?
