Frames per second is related to gfx quality. The higher the better gfx. Speed is nothing but the mood of the game.

^ The higher does not mean "better graphics"
FPS is Frames per second or the number of frames your graphics card can render in a particular game in one second....The higher the fps, the smoother the gameplay.

1.fps less than 25== Highly unplayable (you have a very old gx card)
2.between 25 and 35 == Playable with minor stutters ( you have a low-mid or mid range card)
3.between 35 and 45 == smooth gameplay with occasional stutters ( mainstream cards like 4850)
4.45 to 60 == Extremely good gameplay with very little chance for stuttering (hid-high to high end cards like 4870 or gtx 260)
5.60 and above == The best ever gameplay and ability to totally max out settings and full AA (You have a Monster card like gtx295 or 4870x2)
