GTA San Andreas frame limiter

Is there a way to increase san andreas frame limiter in v1.01 of the game.
I wonder why they set it to 25 fps in the first place.

Do help if you know the way.Remember in v1.01 of the game,not the original.

Because even 25 fps gives a smooth experience in San Andreas.
Unless you are experiencing jerky and choppy gameplay, don't worry about it.
