I am requesting you to please post the direct download link of various mods of Max Payne 2 . in my hostels Gaming sites are blocked so please help me .

You can find a lot of modes at download.com and the best part it is, it won't be classified as a gaming site. Here are the search results that I got at download.com for Max Payne mods. It has a fair share of MP2 mods as well.
